HCA Interpreter Services

The Washington State Health Care Authority (HCA) has contracted with CTS LanguageLink to deploy a statewide program providing multilingual interpreters to limited-English proficient (LEP) clients receiving care through HCA, Washington Department of Social and Health Services (DSHS), Medicaid/Medicare and other eligible agencies. HCA, CTS LanguageLink, and the Interpreters Union are partnering to educate providers, patients and the public on the importance of these services in ensuring equal access to care.

Key Contract Requirements

  • CTS LanguageLink must:
    • Utilize independent contractors for on-site interpretation
    • Provide Authorized, Certified or Recognized Interpreters for Telephonic, Video Remote and On-Site Interpretation
    • Provide Sign Language Interpreters who are nationally certified, consistent with industry standards
    • Provide adequate staff to process, schedule, assign and manage requests utilizing web based/online technology
    • Remit amounts due to Interpreters no later than seven business days after the receipt of payment from the State
    • Adhere to the terms and conditions of the Interpreter’s Union Collective Bargaining Agreement
    • Provide information about the Union within 15 days of the Interpreter entering the bargaining unit
    • Collect and remit Interpreter Union dues and/or fees for Union Members
    • Deduct fees for non-member interpreters performing work under this contract
    • Provide monthly report to the Union regarding dues and/or fees collected
  • CTS LanguageLink will provide an orientation to interpreters for this contract to include:
    • A review of the Interpreter Code of Ethics
    • Training on the CTS LanguageLink Interpreter Portal
    • Explanation of the billing and payment process under this contract
    • Information regarding interpreter criminal background checks and self-disclosure requirements
    • Information regarding CTS LanguageLink’s complaint and corrective action policies
    • Information regarding the requirement to present at appointments, upon request from Provider or LEP client, picture identification and DSHS certificate or authorization letter
